The fact that not one person involved with the report saw all the underlying evidence collected is huge especially since many of the investigators were antiTrumpers and hated him.

Therefore individual investigators submitted only what they wanted to appear in the report, and most likely held back and/or destroyed any favorable testimony or evidence.
