Reagan actually complained about this. Since then it’s only gotten worse, since once a liberal gets into a management position they hire only ‘fellow travelers’
I’ve seen this in NON-government jobs as well.
Steve Hilton (The Next Revolution on FOX News) did a segment a few months ago about some of the people being hired by the Trump administration. They all seemed to be in opposition to Trump’s policies and they are now in key positions. The segment was both shocking and depressing.

That has been the complaint of every appointed department head of every Republican administration. Over the years the ranks of the career government have become saturated with liberals and they have found all kinds of means to undermine their Republican leaders.
