$3 million is peanuts. Trump should cut off ALL Federal aid to these cities. He can't, for the same reason Obama couldn't cut off all Medicaid payments to those states who refused to expand Medicaid under Obamacare.

Move money for the bastards out of the account he can't control into the one the court just ruled he could cut those cities out of and he can end most Federal money they now receive.
