Unfortunately Tucker is wrong. A country can be ruled by people who hate it.
There are plenty of examples in history of just that.
Most obvious one: England right after the Norman conquest.
I believe Tucker was talking about Democracies.
My thoughts as well. Stalin ruled a number of countries fairly effectively. We could make a list that is quite long I am certain. So the modification I would make to Tuckers remarks is add one adverb. “Peacefully”.
