Nope, you’re wrong on that one. All free persons, citizens or not are to be counted. Originally slaves were counted as 3/5ths of a free person and they were not considered citizens at all.

Now if illegals refuse to let themselves be counted by the census, then states with large numbers of them could lose seats.
