My thought also....

Prior to habitation and infrastructure development much of North America may have been similarly described. There is no doubt that extreme cold and permafrost makes a conventional life more difficult, but certainly not impossible.

The point is that it would no longer be suffering under extreme cold and permafrost!

That's why the article is titled: Could climate change make Siberia more habitable?

"More habitable" = comfortable - or at least no more miserable than, say, Minnesota.
