The effort to edit, and ultimately suppress, the prepared testimony by the State Department’s Bureau of Intelligence and Research

This is the significant part. The BIR is not a scientific institution. It is an intelligence body. It's job is to provide insight, based upon intellgence gathered as part of State Department activities on the potential actions and motivations of foreign countries.

Obviously this is another intelligence agency that is so blinded by PC that it cannot do the job it is supposed to be competent at doing.
