That means there are other possibilities as well. Such as the possibility that

1) Climate change will NOT be catastrophic;
2) There is no climate change.

There has been a running battle between State Department and White House for at least 50 years. Secretary Pompeo is pretty much the head of State in name only. There is a huge bureaucracy of career individuals that are almost impossible to fire.

Henry Kissinger who served as SoS for Nixon wrote about the friction between the two. He said that State thought that they were in charge and pretty much ignored directives from the White House.

“... the prepared testimony by the State Department’s Bureau of Intelligence and Research...” I would trust the INR assessment before that of the CIA, NASA, or DIA. Their analysts are analytical and [unlike most offices at the Department of State} based on evidence and not ideology.

In the northern hemisphere, permafrost covers an estimated 9 million square miles —nearly the size of the United States, China, and Canada combined.

Wouldn't it be nice to have that huge land mass --- 20 - 25% of the earth's land ---- available for logging, grazing, agriculture, and human habitation?

We are still busily thawing permafrost left over from the last period of global glaciation.

Would'ja pleae let us finish the job?
