A 5% tariff will hardly affect consumers at all. Most won’t notice it at all even if all of the tariff is passed on.

off the bat would be tough for
both Mexico and us. The slow
progression will allow for not
so volatile reactions. Given
time to adjust, this puts most
of the pressure on Mexico. If
Mexico allows this to go to 25%,
American farmers are going to be
kicking it into high gear as
they will be able to be more
competitive.
