Same idea as the U.S.military. Spend every nickel of appropriations, or you cannot justify receiving that amount or more, next year. It’s why the price they pay for toilet seats, etc., is astronomical.

That toilet seat business was a deliberate lie. What was being bought for $600.00, or whatever, was a large fiberglass housing that covers the entire toilet area and was made to go in a large transport aircraft.

It wasn't a "toilet seat" in the household sense. Someone thought they'd just write a story based on the description on a line number for a military list of equipment.

The reality was quite different, and we've all been lied to about it.
