Only way Mueller will testify before Congress is if the damn Senate will hold a hearing. The Senate is so much horse shi! it is a wonder most of them can be called Republicans. The whole Washington DC jackass are nothing but a pile of shi!.
He will agree to testify in private and not under oath.
I’m not a lawyer, but it seems to me that if someone in Mueller’s position ever pleads the Fifth under questioning, then that would be an implicit admission that his entire investigation was a criminal enterprise. He would effectively be facing a default judgement in any civil lawsuit filed against him.
