MUELLER: A special counsel's office is part of the Department of Justice, and by regulation, it was bound by that department policy. Charging the president with a crime was therefore not an option we could consider.

Those two statements can both be true. Mueller obviously did not find a crime regardless of the OLC opinion. He looked at potential obstruction and found no crime. It was not his job to not find a crime.

I disagree.

Look at the text in my post highlighted in blue by Barr, and the text highlighted in red by Mueller.

Those cannot both be true. He cannot say to Barr it did not factor in, then in his statement today say he was bound by it.
