This is a video of Congressional (House Judiciary Committee) testimony by then Acting Attorney General Whitaker.
Whitaker confirms that both Horowitz and Huber are investigating and/or reviewing "matters" of which you are concerned.
Don't get bogged down in the difference between "review" and "investigation". They mean the same thing.
If crimes are discovered during a "review", recommendations for indictments will come down. Are you going to now say that Barr will ignore any such recommendations/referrals?

How many people were indicted for the Hillary Scam Email & Obstruction Investigation? Horowitz whitewashed his report stating clearly that no one in the Justice department was bias in their investigation. There might have had a tinsy bit of personal bias, but they were 100% professional.
Next there is nothing stopping Horowitz from recommending indictments during the current investigation. He does not need to wait until the report is completed before making referrals. In fact he is obligated to make a referral when he finds out a crime has been committed. The two year long report is a few weeks away and he has not referred anyone.
In this thread I read the most stupidest suggestion ever. Huber doesn’t need to interview Key Witnesses because the spoke to congress and committed perjury. Ha, ha.
Members of congress have submitted referrals for indictments that cover dozens of people. Not one arrest.
