I understand. But summaries of what? Summaries of tapes showing MLK engaging in criminal acts? Or summaries of tapes showing FBI agents talking?

Summaries of the tape, transcripts/incidences that were on the tapes to describe events so the chain could read what transpired. Probably only a few people in leadership positions/surveillance team heard the tapes anyway. Garrow is a professional and knows the difference between speculation, conversation or hearsay to the actual description of events concerning primary sources a.k.a. official docs.
