I don’t know anything about Wray but if he’s being diplomatic as in walking a fine line before Republican controlled Senate committee and hostile Democrats, I don’t buy it.
The comic characters in the newspapers/magazines were “Spy versus Spy”, not “Surveillance vs. Surveillance”.
Many of my friends were “spies”, saboteurs(OSS and Vietnam theater), counter-intelligence operatives (including my father-in-law), VN SOGs, and confidential informants (moi and a couple of other 60s/70s operatives).
Guys I knew did “surveillance” of demonstrations, secret meetings, and of terrorists. My group went “undercover” into the groups also under surveillance in order to get more information/documentation on who they were and what they were up to (legally and illegally).
In my case, I met people who had ties to KGB front operations ranging from Cuba, Hungary, Soviet Union, No. Vietnam, to Canada, Stockholm, Tokyo, Manila, etc.
Other contacts I had later as a journalist provided me and law enforcement with very important documents from terrorist and terrorist support groups (Weathermen, May19Communist organization, Black Liberation Army, Black Panthers, American cities black street rioting groups, PLO and PFLP terrorist groups, and some legal fronters for them.
In one case, one single document may have saved scores of American lives in NY City. It is so classified that even my intelligence officer contact doesn’t know the whole story.
Also in my work, I encountered dangerous heroin use among young teenagers (reported this to the DEA and got one 14 year old out of the drug house before she killed herself), possible Black Panther Party assassins, people who planned and actually attacked VP Agnew’s car and inauguration reception, attacks on the police, etc.
You’d be amazed at what you can do in terms of internal security and national security that IS NOT “Surveillance” in its nature. That is why we would be called “HUMINT” - human intelligence assets. Members of my family did it during WW2 and the Hungarian Revolution of 1956 while people I met did it in the Mossad (including the man who physically captured Nazi war criminal Adolph Eichmann - Malkin).
The first biblically recorded “spies” that I know of were the Hebrews who went into Canaan and reported back to Moses what they saw there (erroneous and factual).
You have “the eyes and ears of the king” concept throughout history as well as the “Eyes and Ears of the Vatican” (a group must people don’t even know exists.
I’ve had so many “spooks” as friends and lunch partners that we could hire ourselves out at Halloween and make a fortune. (OSS, CIA, DIA, SOG, FBI, etc.)
It’s great when you can actually meet and sometimes work with the people who made history (ands sometimes were allowed to write about) and those who have maintained a humble quiet all their lives like my father-in-law (from Iwo to Eastern Europe).
If someone wants to call me a “spy”, so be it. I’ll wear it as a badge of honor because I knew that I was helping to protect America.
