It is nearly impossible for an employer to determine if a social security number that has been provided is illegal if the government will not notify the employer. Many companies in LA have entire work forces made up of Spanish speakers. So many they have to have supervisors who are bilingual. The majority of these company owners who do this know damn well what's up.
