I dont know what Pope Frances salary / allowance is, but I think the referenced money probably came from Roman Catholics who tithe.

Peter’s Pence is a separate annual fund drive (called by Catholics a ‘special collection’) specifically for victims of war, oppression, famine, etc, world wide. The pope decides on the distribution.
I personally would like to know what percent of the income of Vatican City comes from "Peter's Pence" (the donations Pope Francis is dipping into to make this farce of a donation) and how much comes from profits from Vatican-owned, income-producing real estate in Italy and elsewhere.
