The spying on the Trump campaign started in late 2015 or early 2016. Nellie Ohr approached Simpson (Fusion GPS) in late 2015 to get a job looking at the connections of Trump to Russia and acquiring some dirt on Flynn. Her testimony before Congress clearly lays that out.

The fact that Nellie initiated the contact with Simpson in 2015 is quite revealing.
