You should buy it. He was “designated” by the same whoever who pushed Bathhouse Barry on us. Barry didn’t gain the Whitehouse because of his own ability or ambition. He has neither.
These “powers” designated “I Moroni” as the loser, he didn’t. His own stupid ego made him the perfect choice for this setup.
That's a different story, then, and more likely than the idea that he went into it intending to lose.
Still, it's hard to see that any of the other candidates was going to do any better.
