You don’t have to do it. Someone can put it on a surface or use an aerosol distribution as a terrorist weapon.
I think every time EMT’s have to use Narcan to revive a druggie, they should be required to tattoo a big red X on their forehead....next time they get called, nobody with an X gets treated.
Harsh, but it will solve a big part of the drug problem .
