As I say, that will be up to President Trump. Reportedly he is the one who wants the full pomp and ceremony including the procession down the Mall. As a visiting Head of State, he is entitled to it, and if he wants it, the British government will deliver it. And move heaven and earth to make it safe.

I suspect the President's own security people may try to persuade him not to do it - and they might succeed. But that's between him and them. It won't be because the British government doesn't want it to happen - while there are certainly some people in the British government who don't like Trump, they wouldn't be allowed to hand out that sort of insult.
