Congress determines their own clearance. The Executive withholding information from one of the Gang of Eight would be the same as withholding any other kind of information from Congress for any reason.
Congressman have immunity from prosecution for releasing classified information. A leaker might be subject to an ethics complaint.
GW Bush and Congress had a go around over leaking with no real resolution.

HST, Shiff needs to be whittled down to size, and causing his “security clearance” (or whatever work-around the Congress has) to be revoked just might get his attention.
In any event, the Executive Branch can just refuse to provide him with any classified information.
What stuns me is that the Congress has immunity! There are some actions that people MUST be held accountable for before the next election!
