This bill forces states to automatically register to vote any eligible residents who apply to state agencies for benefits or services. It specifically includes students of state colleges and universities.

The next step will be to require recipients of welfare benefits, food stamps, subsidized housing or student aid to produce proof of having voted in order to qualify.
