She is attempting to string along the people in the “deep state” that have been covering for her the past couple of years. It’s really just a fig leaf of hope that they won’t get pulled down into the disgrace and ignomy that awaits them.
I also think she’s testing to see how many people now BEG her to run.... Even if she doesn’t run, she wants to hear people saying they need her, etc.
