I expect electricity, communications, and water infrastructure to go down for the duration early.
/////////////////////////////////////////////////////
I am not arguing or debating anything, just asking for clarification, but could you please let me know what this means? Who would cut off the infrastructure? Which side?

I just don’t now anything about it.
Thanks in advance.

Any side that gained an advantage.

A major part of warfare is logistics. Deprive your enemy of basic necessities while maintaining your own supply.

Study Sun Tsu or Carl Von Clausewitz, and see how much text they devote to logistics. This is basic, rudimentary material...which people who only read action novels or watch movies full of explosions never seem to contemplate.

In a modern CW2, every actor gets a vote on his downstream neighbor’s electricity, food, water and fuel supplies.

Our shared infrastructure’s high power lines, gas and oil pipelines, water aqueducts and pipes, even food deliveries (by truck) pass in and out and through a patchwork quilt of friendly and enemy territory.

For example: angry rural people observing food trucks heading for cities will take potshots at them, and they will cease. Ditto pot-shots at transformers and power line insulators.

Everybody gets a veto on their downstream neighbor’s continued access to food, water, fuel and electricity.

It’s inevitable that this infrastructure will be targeted. Out of anger, people freezing and starving in the dark will want to put the lights out across the highway in “enemy” territory. And they will.
