Yes, it's all about wealth redistribution. When Macron proposed raising gas taxes he read the wrong play sheet. Raising gas taxes actually reduces fuel use and kills the economy. After getting slapped by the socialist yellow jackets he switched to a soak-the-rich program which also kills the economy and ironically reduces fuel use.

He was hoping to not have to soak the rich, but forgot that he is French

Their true motivation comes from the idea that the rich are responsible for bad weather and must pay the price for their sins.
