Only the Constitution sets the requirements ! Actually the Constitution defines who is eligible but it also says the State picks the electors any way they see fit. That is what some states are winner take all and others are apportioned.

They may pick the electors any way they see fit... but they are not allowed to select or exclude the candidates.
