There is a solution for this and its called a transfer tax.
Any person establishing a new residence in low or no tax state X shall pay an income tax at a rate not less than the rate of taxation assessed during the last year of residency in the state from which said person has
relocated from for a period of ten years.

Ive seen a lot of this when I lived in Charlotte. Many of the relocated New Yorkers are former state and local government workers, along with retired cops and firefighters. All of them are pulling full New York pensions at a young age (40s) for the rest of their lives. Its not a small payment. My former transit cop neighbor is making $85k per year starting at age 41.
Im certain that New York taxpayers did not plan for tax-supported workers to take their tax-funds pensions and not pay taxes back into the system after they retired.
Its actually quite disgusting.
