Today, I have signed into law H.J. Res. 31, the “Consolidated Appropriations Act, 2019” (the “Act”), which authorizes appropriations to fund the operation of a number of agencies in the Federal Government through September 30, 2019.
Certain provisions of the Act (such as Division F, under the heading “Contribution for International Peacekeeping Activities”) would require advance notice to the Congress before the President may direct certain military actions or provide certain forms of military assistance. In signing the Act, I reiterate the well-established understanding of the executive branch that these types of provisions encompass only military actions for which providing advance notice is feasible and consistent with the President’s constitutional authority and duty as Commander in Chief to ensure national security. In addition, Division C, section 527, and Division A, section 516, both restrict the transfer of Guantanamo detainees to the United States. I will treat these, and similar provisions, consistent with the President’s constitutional authority as Commander in Chief.

Numerous provisions purport, in certain circumstances, to condition the authority of officers to spend or reallocate funds on the approval of congressional committees (Division B, sections 702, 706, and 716(a), (b); Division E, sections 403 and 409; Division G, sections 188, 405, and 406). These are impermissible forms of congressional aggrandizement in the execution of the laws other than by the enactment of statutes. My Administration will make appropriate efforts to notify the relevant committees before taking the specified actions and will accord the recommendations of such committees all appropriate and serious consideration, but it will not treat spending decisions as dependent on the approval of congressional committees.

I noticed that Trump is being sued over the emergency declaration because “there is no emergency at the border.”
Well, let them attain the presidency and then make their assessment.
Meanwhile, the law stipulates that the President of the United States has the authority to make that call, not some jack-leg walking in off the street.
Mere disagreement does not grant authority.
Whenever you hear the commie left say there is NO emergency at the border in their own mind they are right, for them, seeing MILLIONS and MILLIONS of new Democrat voters pouring into our country is NOT a crisis, its a good thing..a wall would stop that and they will fight to the death to make sure the wall is never built, they need these voters in for their very survival as a party

Yeah when those same Dems were talking about a border crisis years ago during the Obama years, they had the votes so they could afford to say that we needed a wall and to fix immigration..but after what they saw occur in 2016 and they have gone full commie, they are losing voters so they need to import new ones, a permanent class of voters who will be loyal to ONLY them

Because they aborted themselves out of existence and lost any support that they had among the Americans, so they need new supporters. Otherwise they would have ceased to exist as a party about 10 years ago, when the full effects of Roe v. Wade were felt.
They do have vast numbers of advocates across the country...25 groups alone in the Cleveland are....straight out of California people who are leading this entire obstruction.
When you consider that California’s Democrats have two bases:.... ‘San Francisco and Los Angeles’....that are organized and the most powerful...then consider that Democratic locale has long been San Francisco...Nancy Pelosi, Dianne Feinstein, Kamala Harris and new Gov. Gavin Newsom call it their home...and he's a vulture against Trump beyond even Brown. Unfortunately they do not shoot themselves in the foot as we so often see republicans do and even here on FR. We're not united behind Trump as need to be .....
California far more representatives in Congress than any other state so they will fight like crazy people to sustain their stronghold in Cal. and thus in Congress. And that’s what this is all about.
However, they are fully on board with the push for a New World Order of Governance and want their state to be the leading world power representing our nation. If any think not so then just look at who is running for president...ight out of Califonia.
That’s just part of the equation......they need an uneducated easily led population to sustain their Representation in Washington. South Americans are very easily misled and as easily riled up as they’re nature is highly emotional so easy to manipulate. Plus their ambitions are pretty much limited to a job, raising kids, and enjoying the wealth of this nations welfare system to assist them....so it’s a perfect match for what Dems want in their population.
They also need a population they can control....3rd worlders are an easy target for use.

CA needs to lose about 15% of it’s Congressional delegation since they only represent the citizens of Mexico. Then there will be a disincentive to have them here.
They’ll never yield their representation....in fact with more people they’ll actually gain over time.
I have a good friend in Carmel Cal. she has watched the Population of mexicans grow so much throughout Cal. that she says you could easily say it feels like you no longer live in America.
BTW....if you’ve been to the San Fernando Valley recently, you noticed the growing number of properties with bars on windows and iron fencing around the property? Or auto dealers with 10 to 12 fences topped with barbed wire? Charming and quaint?
Being on the central coast of California is very much not America.
And the bay area is just some sort of economic free trade zone that has virtually no Americans anymore, just a lot of Asians - central and southern. The Mexican Mestizos are asiatics who happen to have a little European blood, so they kind of fit with the Chinese and the Indians. The 25% “non-Hispanic whites” (er, Americans) in San Jose are basically a rump population which doesn’t really matter much anymore.
