That stipluation only applies to funds from this bill. It would have no impact on any lengths of wall built using emergency powers.
I think the bill says it only applies to money that is included in this specific spending bill. It does not cover walls built using other funding sources. The real tragidy of this bill is that it prohibits deportation of any illegal that claims they might, someday, be a sponsor of an unaccompanied illegal alien child. It’s a crap sandwich brought to you by the republicans.

This spending bill is the biggest pile of crap I’ve ever seen our legislative branch create in my lifetime.
It’s even worse than Obamacare.

Well, if new AG Bill Barr is on his game at all, then he’ll have investigations done on the key people in these towns and counties and find the (inevitable) corruption. These folks can be advised that they have a rather obvious choice, and I’m betting that they’ll choose to allow the wall to be built whilst still collecting various bribes that they get on a regular basis.
FYI, I live in South Texas (San Antonio, not on the border), and I promise everyone on this thread that every single mayor and county commissioner on the border is as corrupt as the police chief of Mexico City.

The wall will take years to build. And likely be torn down by the coming democrat demographic majority.
Anyone who wants to will already be in country. The bill guts interior enforcement.

IF the president signs it, I will consider it the worst mistake of his presidency.
He did the best he could to stop the Uniparty from stealing this nation.
But, no, not, with a veto-proof majority voting for it. It’s out of his hands.
I think he should send it back to them via pocket veto, and politely tell them the new restrictions on enforcement make things worse and that the lack of funding has turned this growing crisis into a national emergency.
Congress has become a terminal cancerous tumor killing this Republic.

He should also ask for a Continuing Resolution so they have time to sort it out.
Ask the few conservative legislators to prevent his veto from being overridden.
If the president can build the wall with other money, it would be better to get NO money on this appropriations bill than to accept it with all of the strings attached AND new restrictions.
