"ncalburt, according to what Laura Ingraham said last night on Fox, the DHS isnt interpreting section 224(a) of the bill the same way you are and they still intend to apprehend and detain. And even if the bill did inhibit the DHS from making arrests, the provisions in the national emergency act would allow the military to take over apprehension and detention duties in a declared emergency, as the language in section 224(a) only pertains specifically to the DHS, plus the state of emergency act allows Presidents to act to a specific situation where legislation falls short, for as long as the state of emergency is in place and the emergency exists."FINALLY! Someone who understands what is going on here!
