The grammar conventions allow for a few words in all-caps —e.g. headlines. I make an exception for Freerepublic, where most posters have something useful or interesting to say; but, on most sites, I just skip over comments displaying “creative” grammar. They are almost never worth the extra effort to decipher.
If you’re writing to a few friends, almost anything goes. When you’re posting to (potentially) thousands; you need to be more considerate of your readers.

Sigh it's not a high priority for the rest of the US - and that's why 99% of articles, written by a 'professional' journalist, and proofread by a 'professional' editor, still have grammatical and spelling errors. Stupid autocorrects and typos are one thing (only somewhat acceptable-ish in texts or internet postings), but bad grammar and spelling is a big reason/consequence of why society in general is going to the shitter. Poor writing isn't something to be proud of, it's something to sigh sadly at and then likely ignore whatever that person said, because if you aren't smart enough to write/speak properly, you're probably not smart enough to be worth listening to.
