If he was thinking of signing it, he might as well veto it and let Congress own it.
Override it and Pres. Trump gets a good out\excuse re: no wall money.
Don’t override and the shutdown belongs to Congress.
Either way, it belongs to congress and the President still gets to declare the Emergency.
