Not good. It’s supposed to be a jail where inmates wait for their cases to be heard, or post bail, and are kept reasonably comfortable by US jail standards. It’s not supposed to be a soviet prison in siberia sans beatings and executions.

True. “Jail” usually means arrested. “Prison” usually means convicted.
