Actually the BP has the same statutory authority as ICE and can operate anywhere in the US or US territories.
The 100 mile thing refers to entering privet property for the purpose of patrolling the border, boarding conveniences like buses and expanded stop and search authority within 100 miles.
The BP use to have stations throughout California in places like Fresno and Sacramento. They were closed and the agents transferred after 911 in an effort to enhance the pathetic state of our borders.

The most effective Normandy barrier was the bocage.
The British had a weird hedge line in India that was reinforced by foot and mounted patrols that was remarkably effecitive in thwarting smuggling.
Effective natural barriers should not be overlooked when developing effective barriers for the southern border!
Read about the Indian Customs Line on Wikipedia to get an idea of what Im talking about.
And Im sure a lot of folks here already know about the effectiveness of bocage/hedgerows reinforced with patrols and strongpoints as an effective barrier.
