I'll type this slowly, so that even you might be able to understand it... Congress controls federal spending just as much as the President, if not more. You are pretending that Trump can wave a wand and change it all unilaterally when Congress will not approve it. That's not how it works, no matter how much you stamp your feet and cram those fingers in your ears.
