Looks to me like he’s tied the noose, and given his knowledge of Congress, it appears that he knows they can’t resist putting their necks through the bite.
Up until know, he’s been consistent in saying he COULD declare a state of emergency. If those words are a quote, then he has said that HE WILL.

Meanwhile the entire automotive industry is pulling in its horns, closing Chinese plants, and making contingencies for plants in other Asian countries.
