I think, what he got was funds to renovate existing wall.

I do not believe they were for any new construction, yet.

The first two contract awards for completely new border barrier have been awarded (with FY18 funds), and construction is scheduled to begin next month.

Referred to as RGV-02 and RGV-03, they are in the Rio Grande Valley of South Texas. One is for a total of eight miles, and the other a total of six miles. They will extend out from Western (Mission) and Eastern (Donna, Weslaco) edges of McAllen, TX. Presumably, RGV-01 will be the gap directly South of McAllen, likely to be awarded soon.

These new segments will be massive concrete upgrades to the existing flood levees (FEMA Hurricane Certified), topped with 18 foot bollards, with patrol roads, lights, cameras, sensors, and 150 ft South of the barrier cleared of vegetation.
