Are you sure about this? My DD-214 in block 3 has my SSN on it. I can't imagine a document with your SSN on it can be freely obtained by anyone other than yourself. I know I can request my own. In fact I have many DD-214's (for those who don't know, you get discharged first before you re-enlist) but if I request one, they will send my my last DD-214.
