Thick concrete, which would require forms and unobtainable amounts of expensive resources in short supply, would be the most expensive and slowest to build by far.

But yeah, it would look so cool and Medieval, as seen in virtual architecture in the video games. And it would the first material to occur to those who are great civil engineers in their own minds. And then there's stone: the stuff of ancient empires with millions of abused, dying slaves. ;-D
