Sounds like primary responsibility on the captain, but plenty of blame to go around to all officers and senior NCOs. Also one or two layers of command above the captain.
This was Obama’s navy. Was/is this lack of care by Navy command service wide? Does the rot extend far, into other branches?
I see that gaijin answered my question. The rot does extend, at least somewhat, into other branches. Readiness, capability and discipline have been negatively affected.
Agree, the Captain was grossly negligent in the execution of his responsibilities and apparently oblivious to the internal frictions between officers in his wardroom.
And Trump has not lifted a finger to correct these travesties. His Obama Generals fed him crap about how good the integration of females has been when anyone with an ounce of common sense knows better. The problem rests above the captain as at the time (and maybe stil)l Navy ship captains are given OJT with no prior training on running a ship as there once was.
