How does the seat get filled? If the Governor appoints, he’s just handed the dems another seat, with two year for the new guy to get entrenched. If he was going to retire, he should have done it before running for reelection.

Special election. Article I, Section 2: "When vacancies happen in the Representation from any state, the executive authority thereof shall issue writs of election to fill such vacancies."

It's a solid Red district but we'll see what happens with a special.

Governors can’t appoint to the House but can to the Senate for a tenure of no more than two years.

House seats are always filled by election, not appointment. Laws differ from state to state as to how soon the election must be called.
