Nothing in the constitution says the SOTU has to be before a joint session of congress. Hold a rally, present the SOTU directly to the people, dare the networks not to cover it, and then send the SOTU to congress in written form.
Set a new precedent, directly to the people.
It’s actually quite clear. It can be in any chamber or no chamber at all.
