He MUST give the address in some fashion to be compliant with the Constitution's Article II, Section 3, requiring the President to "give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient."

It was a written report to the Congress for a lot longer than it was a “rally” from the Well of the House.
Meeting the Constitutional requirement would take about ten minutes and two sheets of paper.
The President is only required to inform Pelosi of the SOTU. He doesn’t have to go to Congress.
