Yes, but not when, exactly how often or where:
U.S. Constitution Article II Section 3.He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper; he shall receive ambassadors and other public ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the United States.
And for much of our country's history, it wasn't held in person in the Congress. A few times, it wasn't delivered at all:

Pelosi kept herself clear of that when she offered to receive it in writing or said the President could hold it somewhere else. She’s been at this a looooong time.
McConnell should invite the President to speak on the Senate side (unless there is a legal reason he can’t). Where has he been, anyway? I don’t think I’ve heard anything from McConnell for days.
Advise to Mr President: 1. Hold big rally in the biggest hall you can find. 2. Invite all the GOP bigwigs. 3. Give his state of the union address to them and on TV. 4. Include some newsworthy event (Like end of Birthright citizenship) so the Dems/Media will cover it. 5. Go over the head of Congress to the American People.
This will work bigly to President Trump’s advantage.

McConnell was on the news this morning saying that the Senate won't take up any measure that the President won't sign i.e. no wall. He's been repeating that and drilling it into the people who need to be drilled into.
Do the rally on the mall in DC. Deliver an address from the steps of the Lincoln Memorial.

Boom! They already hate Trump and will never support him. This is on Nancy and Chuck, and those 800,000 Democrats are getting pissed because they know all too well this is over pennies in government money terms. Economics always wins in America - ALWAYS! Even Bill Clinton know that.
I think I remember something about PDT wanting to distribute government work throughout the nation as a way to keep The Swamp drained. Long term solution.
