The poor (anybody making below $150k) and all illegals will get their “Drinking Water Tax Credit.” Everybody else will pay out the wazoo.

Nothing a few desalination facilities won’t fix. Maybe some infrastructure to go along with it. That will create jobs and get some of the homeless and unemployed working again.
