if water is a ‘fundamental right’ it follows that it should be illegal to tax it

The Budget includes short-term measures to bring immediate relief to communities without safe drinking water and also proposes an ongoing sustainable funding source to address this problem into the future.
Why have Democrats who run California allowed communities to have unsafe drinking water? If it had not bothered them before why does it bother them now?

Nothing a few desalination facilities won’t fix. Maybe some infrastructure to go along with it. That will create jobs and get some of the homeless and unemployed working again.

Several years back I saw an old Mexican movie about problems in the early 1800s getting tax money. In one scene a political says he wishes he could tax the air the people breathe. The other politician came up with a plan, and taxed the doors and windows in houses.
So the people simply bricked up their doors and all windows except one, in which the entered and left their homes by ladder.
In an attempt to raise more money for their liberal utopian fantasies, the Governor and leading democrats in California has crafted a plan that they call "Very Equitable and Historic", will soon be put into motion. Governor Newsom was quoted as saying that "everyone breathes and exhales CO2 and thus they need to pay for harming the Earth with their pollution".
He has proposed the introduction of a Life Breath Taxes that everyone in the state will be required to have. This passport will include their name, address, age, ethnicity and political affiliations. All newborns will be required to be registered by 30 days after birth as well.
The tax rates will be determined by a computer algorithm which uses important factors such as their Age, Weight, Race and Political Affiliation to compute taxes due.
