The enemy was listening to their radio-telephone discussion--Clinton to Ambassador. Enemy knew every step they would do and was just waiting to intercept and kill the weapons distributors. Ambassador had to be killed as a lesson to others.
The real lesson is stop talking IN THE CLEAR when the enemy could be listening. Enciphered radio could have prevented this. But it was too much trouble to do it securely.
