Just a tweet teasing at an announcement coming shortly. Probably made the tweet after seeing or being briefed on the final draft or something. All previous comments of substance from Trump both before and after election have been promising.

Trump should count up illegal entries in 2018 and reduce the number of H1B visas by that number, until further notice.

The program has been so abused as to drive out Americans from such jobs.

If one of the simplifications is to not lock an H1B visa holder applying for a green card to have to be with one sponsoring employer for the whole greencard application process it will greatly reduce the incentive companies have to bring them in. Corporations want indentured servants, not free agents.
