It is a mark that comes from pressing or bumping the head against the ground, during the bowing postures of muslim prayers (a tell for security personnel to watch for). Most muslims are not terrorists - but most terrorists are muslims.

But it does make a handy aimpoint. Between the eyes would be more center of mass though.
